"In penance for their uprising, each district shall offer up a male and a female between the ages of 12 and 18 at a public "reaping". These tributes shall be delivered to the custody of the Capitol. And then transferred to a public arena, where they will fight to the death until a lone victor remains. Henceforth and forevermore this pageant shall be known as The Hunger Games."

These are the traits of the tributes given offer to the Capitol each year. The 23 unfortunate souls who do not leave the arena will be forever remembered by their district and by their adoring public. For the Hunger Games represent more then just penance, it also represents mercy, hope and love that the Capitol has for it's beloved districts. This year, the year of the 70th Hunger Games will prove to be the best yet.
Now, three months before the reapings, the Capitol has received news. Their lost child, the district that started the rebellion, all those many years ago, is gone. Disease, has killed them all in punishment for breaking away. District 13 is now as gone as they have pretended it to be. Their technology has been stolen, and what remained of their district destroyed. The Capitol is truly blessed.

Every year, the districts are required to sentence their children to death. They are forced to condone the Capitol's entertainment, watch the gore with a smile. For years talk of a rebellion has been muttered under the breath of all. Now with District 13 well and truly, a waste land, no help will come from them, if the districts chose to rebel. How can 12 districts so firmly, under the thumb of there Capitol rebel?
